近年來，隨著我國(guó)冰雪經(jīng)濟(jì)的蓬勃發(fā)展，尤其是在2022年北京冬奧會(huì)的成功舉辦后，冰雪運(yùn)動(dòng)和冰雪旅游進(jìn)入黃金發(fā)展期，中國(guó)冰雪產(chǎn)業(yè)迅速駛?cè)肟燔嚨?，“點(diǎn)燃”萬億級(jí)市場(chǎng)。2024年11月，國(guó)務(wù)院辦公廳發(fā)布《關(guān)于以冰雪運(yùn)動(dòng)高質(zhì)量發(fā)展激發(fā)冰雪經(jīng)濟(jì)活力的若干意見》，明確要求開展冰雪經(jīng)濟(jì)常態(tài)化監(jiān)測(cè)、加強(qiáng)數(shù)據(jù)統(tǒng)計(jì)分析。2025年，正在著力打造世界級(jí)冰雪旅游度假勝地和冰雪經(jīng)濟(jì)高地的中國(guó)最北省份黑龍江，在國(guó)家統(tǒng)計(jì)局支持指導(dǎo)下，率先在全國(guó)建立起冰雪經(jīng)濟(jì)統(tǒng)計(jì)監(jiān)測(cè)制度。

黑龍江省統(tǒng)計(jì)局表示，建立冰雪經(jīng)濟(jì)統(tǒng)計(jì)監(jiān)測(cè)制度的目的是摸清相關(guān)底數(shù)，為更好推動(dòng)冰雪經(jīng)濟(jì)發(fā)展提供決策參考。據(jù)介紹，為充分發(fā)揮統(tǒng)計(jì)數(shù)據(jù)支撐作用，黑龍江省統(tǒng)計(jì)局在稅務(wù)、文旅、體育、交通、農(nóng)業(yè)農(nóng)村、工信等部門的協(xié)同配合下，對(duì)冰雪經(jīng)濟(jì)相關(guān)部門數(shù)據(jù)進(jìn)行全面搜集整理。在此基礎(chǔ)上，還對(duì)全省主要景區(qū)、購(gòu)物商圈、冰雪游樂園、滑雪場(chǎng)、博物館、文化藝術(shù)館、早市夜市等7大類200余個(gè)旅游重點(diǎn)項(xiàng)目開展典型調(diào)查，涉及近4萬個(gè)經(jīng)營(yíng)主體。初步測(cè)算結(jié)果顯示，黑龍江冰雪經(jīng)濟(jì)發(fā)展勢(shì)頭強(qiáng)勁，“冷資源”持續(xù)向“熱經(jīng)濟(jì)”轉(zhuǎn)化，初步呈現(xiàn)由“一季紅”到“季季紅”、“一地?zé)帷钡健叭帷钡膽B(tài)勢(shì)，對(duì)相關(guān)產(chǎn)業(yè)帶動(dòng)作用更加突出，為經(jīng)濟(jì)發(fā)展提供穩(wěn)固支撐。
